Eye threshold

Should the small white dot in the center of the blue be considered an eye or is it below the threshold of what an eye is?

This is an example of a strong #embedded-center pattern. The white dot indicates that the storm clouds are reaching great heights in the atmosphere there (higher clouds are colder). For an #eye-storm, the clouds in the middle should be warmer (lower) than the surrounding ring (yellow, orange, red, and or pink).
In any case this is a fine example of a strong embedded center storm and is probably pretty close to having an eye.
